Dak Lak Province is implementing Resolution No. 20/2025/NQ-HĐND on policies to encourage the development of cooperation and linkages in agricultural production and consumption for the 2026-2030 period, with the aim of promoting the collective economy and agricultural cooperatives along value chains, and improving production efficiency, quality, added value, and the competitiveness of agricultural products.
In recent years, agriculture in Dak Lak has gradually shifted from increasing output to improving quality and added value. In this context, production linkages associated with market access and consumption have become an inevitable direction, helping the local agricultural sector overcome fragmentation and instability.
Under the plan to implement policies encouraging cooperation and linkages in agricultural production and consumption for the 2026-2030 period, the Dak Lak Provincial People’s Committee has set a target that by 2030, more than 35% of agricultural output value will be produced through cooperative and linkage-based models. This reflects a strong commitment to reorganizing production along value chains, where farmers, cooperatives, and enterprises participate and benefit together.

According to the Dak Lak Provincial People’s Committee, agricultural linkages go beyond production and aim to build closed-loop value chains from cultivation and livestock farming to processing and consumption. Concentrated production areas are encouraged to develop in association with processing industries, generating higher added value for agricultural products.
Under the policy to promote cooperation and linkages in agricultural production and consumption for the 2026-2030 period, each commune in Dak Lak Province is oriented to establish at least two production-consumption linkage models. This approach helps disseminate linkage models widely, tailored to the specific conditions of each locality and each crop and livestock type.
In practice, participation in value chains enables farmers to access new technologies, standardized production processes, and, importantly, more stable market outlets. Enterprises, in turn, can secure quality raw materials and reduce risks in production and business operations. The “working together, benefiting together” relationship is gradually replacing the previously fragmented approach.
According to the Dak Lak Provincial People’s Committee, to ensure that agricultural production linkages are implemented in depth, the province is rolling out a range of coordinated solutions to address long-standing bottlenecks in production organization.
The first priority is to change farmers’ perceptions. Communication efforts are being strengthened to help people clearly understand the benefits of participating in linkages, thereby encouraging proactive engagement rather than reliance on support. Incentive policies are also being widely disseminated, enabling cooperatives and enterprises to access and implement them effectively.
At the same time, Dak Lak Province is focusing on strengthening institutional frameworks to create a favorable environment for developing linkage models. Financial resources are being prioritized, and administrative procedures are gradually being streamlined, helping to shorten project implementation timelines.

The application of science and technology has become a key highlight in Dak Lak Province’s policy on cooperation and linkages in agricultural production. Accordingly, everything from crop varieties and livestock breeds to production processes, preservation, and processing is being modernized. Collaboration with research institutes and centers facilitates the rapid transfer of technical advances, improving both productivity and the quality of agricultural products.
Human resources within production linkages are also receiving greater attention. Cooperative managers and farm owners are being more systematically trained in management, production, and business skills. Rural workers are provided with technical training to gradually adapt to new production requirements.
On the consumption side, trade promotion activities are being strengthened. Dak Lak’s agricultural products are not only targeting the domestic market but are also expanding into international markets through trade fairs, exhibitions, and promotional activities. Efforts to build brands and product labels are also being emphasized, thereby enhancing value and reputation.
Infrastructure serving production is being developed in a more synchronized manner, from in-field transportation and electricity supply to storage systems and logistics. At the same time, agricultural services such as the supply of inputs, seeds, plant protection, and processing are being reorganized along value chains, helping to reduce costs and improve efficiency.
In addition, the province focuses on monitoring, evaluating, and scaling up effective linkage models. Successful practices are reviewed and disseminated, creating momentum for other localities to learn from and adopt. At the same time, difficulties and bottlenecks that arise during implementation are promptly addressed to ensure policies are effectively implemented.
According to the Dak Lak Provincial People’s Committee, the journey toward achieving the target of 35% of agricultural output value produced through linkage-based models is a long-term process, requiring the engagement of the entire political system and the consensus of citizens and businesses. This roadmap calls for clear direction and systematic implementation, with the goal of gradually building a modern and sustainable agricultural sector, where each product is not only the result of labor but also the outcome of close coordination across the entire value chain.
