The 14th National Party Congress: Shaping Vietnam’s next development phase

Congress documents emphasize solution-based action

(VAN) Nguyen Van Nen elaborates on the new and breakthrough elements in the draft documents of the 14th National Party Congress, aimed at igniting aspirations for national development.

The 14th National Congress of the Communist Party of Vietnam is identified as a historic milestone for the country in the Ho Chi Minh era. The preparation and formulation of the documents to be submitted to the Congress are of particular significance, as they not only review 40 years of Doi Moi (Rennovation), 35 years of implementing the 1991 Platform on national construction, and five years of implementing the Resolution of the 13th National Party Congress, but also shape the vision and strategic orientations for a new stage of national development.

The draft documents submitted to the 14th National Party Congress have promptly updated new strategic guidelines and decisions of the Party. This is not merely a matter of adding content, but also of creating a “leverage” to ensure that the documents are implemented early in real life. How do you assess the significance of this approach in the new revolutionary period?

One of the most important and breakthrough innovations in directing and implementing the documents of the 14th National Party Congress is the early deployment of new policies and strategies ahead of the Congress itself. These policies have been tested in practice, and together with the experience distilled from 40 years of renewal, have been selectively incorporated into the draft documents for consideration and decision by the Congress.

This reflects the Party’s thinking, vision, and timely responsiveness in grasping the development trends of the times, while accurately addressing the country's practical requirements. It helps to ignite aspirations for development and to build confidence and broad social consensus.

New policy decisions have become major drivers and key “levers” for development, including science and technology, innovation, and digital transformation; the establishment of a new growth model; the development of the state economy and the private economy as the most important driving force; the data economy and the digital economy; the acceleration of digital transformation, green transition, energy transition, and the transformation of the structure and quality of human resources. These orientations also include building a national data ecosystem and, notably, streamlining the political system's organizational apparatus and establishing a two-tier local government model.

It can be affirmed that these are critical preparations to usher the Vietnamese revolution into a new era of development, continuing to strongly renew thinking and methods, promoting strategic breakthroughs, and shaping a new development ecosystem. This approach ensures the principle of using development to maintain stability and stability to promote rapid and sustainable development, safeguarding independence, self-reliance, resilience, and strategic autonomy, firmly upholding the socialist orientation, and continuously improving the people's living standards and happiness. It lays an important and solid foundation for decisive, coordinated, and effective action immediately after the Congress.

Among the three strategic breakthroughs identified in the draft documents of the 14th National Party Congress, which core and key contents should be prioritized in the coming period?

All three strategic breakthroughs outlined in the draft documents are highly important and closely interconnected. Each content and solution is clearly reflected in a concrete, specific action program.

First, there must be a strong breakthrough in institutions to complete the institutional framework for rapid and sustainable development, ensuring a transparent and fair legal environment that encourages innovation. This is the key factor in unblocking, mobilizing, and effectively utilizing all resources, promoting decentralization and delegation of authority in development management and governance between the central and local levels, and enhancing the autonomy and accountability of localities. It also serves to drive breakthroughs in science and technology, innovation, and digital transformation in service of development.

Second, it is necessary to renew and improve the quality of education and training, implement policies to attract and reward talent, and continue to prioritize the development of high-quality human resources, especially in science and technology, to meet the requirements of digital transformation and the Fourth Industrial Revolution. This includes building a contingent of leaders and managers at all levels of the political system, particularly at the strategic and grassroots levels, who are truly exemplary and possess advanced thinking and governance capacity, in line with new organizational models and the country’s demand for breakthrough development.

Third, investment in synchronized and modern infrastructure, especially digital infrastructure and strategic transport infrastructure, as well as infrastructure serving digital transformation, green transition, energy transition, and climate change adaptation, will create the conditions for effective connectivity and spillover of development.

In this sense, institutions can be seen as the “key that opens the way,” human resources as the “endogenous driving force,” and infrastructure as the “foundation” for development. These three factors must be implemented in a synchronized manner, while priority sequencing may be adjusted in each stage to suit specific development requirements.

Regarding the directions, tasks, and solutions for Party building and rectification, what new or adjusted contents have been added to ensure that the 14th National Party Congress marks the beginning of a new development period, toward realizing the two centenary goals?

The directions, tasks, and solutions for Party building and rectification have been supplemented and adjusted in many important aspects to ensure that the 14th National Party Congress becomes a milestone marking the start of a new development period. This will provide a solid foundation for successfully achieving the goal of becoming a developing country with modern industry and upper-middle income by 2030, and for realizing the vision of becoming a developed, high-income country by 2045, for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam steadily advancing toward socialism.

The draft documents submitted to the 14th National Party Congress, especially the Political Report and the Action Program for implementing the Congress’s Resolution, clearly identify the need to strengthen Party building, rectification, and self-renewal so that the Party truly embodies morality and civilization. President Ho Chi Minh affirmed that the Party is moral and civilized, and that it must represent the intellect, conscience, and honor of the nation to be worthy of its leadership role. Building a civilized Party is a continuation of deeply realizing Ho Chi Minh Thought on Party building, making the Party truly “moral and civilized.”

As Vietnam prepares to enter a new era of development toward realizing the two centenary goals, the Party must renew its thinking and leadership methods to keep pace with the rapid changes of the times. A civilized Party will lead the country to develop in step with the world, enhance the Party’s prestige and leadership capacity, and strengthen the people’s trust in the Party.

At the same time, the documents emphasize the organization of implementation, ensuring that resolutions are translated into real life, that words and actions are substantive, and that effectiveness and public satisfaction are the ultimate measures. Special attention is given to promoting the exemplary role of Party members and Party committees at all levels, especially heads of agencies and units, strengthening cadre management, inspection and supervision, and intensifying efforts to prevent and combat corruption, wastefulness, negativity, and the degradation of political ideology, ethics, and lifestyle.

The draft Political Report of the 14th National Party Congress affirms the need to “strengthen and promote the effective power of the people and the great national unity bloc.” This is a valuable lesson distilled not only from 40 years of renewal but also from the entire course of national history, in which the people have always been the source of strength, the creators of all material and spiritual values, and the decisive factor in every victory of the Vietnamese revolution.

Practice requires not only recognizing the people as the center and the goal of development, but also correctly and deeply understanding that the people are the direct subjects participating in planning, organizing, supervising, and benefiting from national development. In this process, the Vietnam Fatherland Front must truly serve as a broad forum for all social strata, ethnic minorities, religious communities, and overseas Vietnamese to meet, exchange views, and express opinions and aspirations in a democratic and open manner. At the same time, it is essential to promote the role of intellectuals, experts, and reputable individuals in society, as well as the Vietnamese community abroad, in contributing ideas for national construction.

The great national unity bloc is a firm foundation for building an all-people national defense posture and a people’s security posture, closely linked with consolidating the people’s hearts and minds. It creates a vital source of endogenous strength to mobilize the creativity, intellect, and resources of the entire society. This has always been a valuable lesson throughout all stages of the revolution, serving the cause of leading the country toward rapid and sustainable development.
