Attracting social resources into the agricultural sector is becoming one of the operational focuses of Dien Bien Province. Through mechanisms, policies, and investment promotion activities, the Department of Agriculture and Environment of Dien Bien Province has proactively connected with enterprises, expanding cooperation opportunities, and step-by-step effectively exploiting the locality's land, climate potential, and production advantages.
To establish a foundation for inviting investment, the Dien Bien Provincial People's Committee issued Decision No. 191/QD-UBND on January 30, 2026, regarding the List of priority projects calling for investment during the 2025-2030 period. This is considered an important basis for organizations and enterprises to access information, research, and propose projects aligned with the province's development orientation.

On the basis of Plan No. 3190/KH-UBND dated April 23, 2026, on organizing the 2026 Dien Bien Province Investment Promotion Conference, the Department of Agriculture and Environment of Dien Bien Province proactively worked with domestic and foreign enterprises, corporations, and associations operating in agriculture, agricultural processing, and high-tech livestock farming. The working sessions focused on introducing Dien Bien's potential and advantages and on exchanging orientations for investment cooperation in priority sectors.
A prominent result at the 2026 Dien Bien Province Investment Promotion Conference was that the Department of Agriculture and Environment advised the Provincial People's Committee to sign 8 memoranda of understanding (MOUs) on cooperation with many major enterprises, corporations, and commodity associations, such as: TH Group, Dabaco Vietnam, Doveco, Detech Coffee Joint Stock Company, Muyuan Vietnam Co., Ltd., Cat Que Production and Trading Co., Ltd., alongside the Vietnam Macadamia Association... Cooperation content focused on researching investments in concentrated livestock farming, livestock feed production, and fertilizers, and on developing raw material zones linked to processing macadamia, coffee, pineapple, and passion fruit...
Mr. Lo Van Cuong, Permanent Vice Chairman of the Dien Bien Provincial People's Committee, stated: Dien Bien Province always accompanies enterprises from the survey stage and project implementation to the resolution of arising difficulties and obstacles. At the same time, the locality prioritizes attracting investment in advantageous sectors such as rice, coffee, macadamia, pineapple, and several fruit trees to form concentrated raw-material zones linked to deep processing and expanding consumption markets.
"Attracting enterprise investment not only supplements resources for the agricultural sector but also creates momentum to innovate production methods and form sustainable linkage chains among enterprises, cooperatives, and local residents. When enterprises feel confident in long-term investment, residents also have conditions to expand production, elevate agricultural product quality, and increase product value," Mr. Lo Van Cuong emphasized.

The interest of many large enterprises in the agricultural sector demonstrates the increasingly clear attractiveness of Dien Bien as the locality proactively improves its investment environment and directs production development along value chains. This is also a premise for elevating the value of agricultural products, creating more jobs, and expanding stable outlets for upland residents.
Not stopping at signing cooperation agreements, the Department of Agriculture and Environment of Dien Bien Province also chaired and coordinated with departments and branches to organize field survey delegations serving investment research at 19 potential locations across 9 communes in the province. With the participation of 9 enterprises, investors, and research units, including: Doveco, Hacom Holdings, Cat Que Production and Trading Co., Ltd., Detech Coffee Joint Stock Company, Muyuan Joint Stock Company, Southern Horticultural Research Institute (SOFRI)... Survey activities helped enterprises directly evaluate land resources, natural conditions, infrastructure, and the capacity to establish concentrated production zones before deploying projects.
In parallel with this, the Department also advised the Provincial People's Committee to consider and approve Giang Nam Thao Co., Ltd. to conduct research and surveys to establish a project developing Cherry Blossom and Bauhinia (Ban) trees in Ca Hau Village and Pung Bua Village, Sam Mun Commune, Dien Bien Province. This research direction opens additional opportunities to exploit landscape value associated with agricultural development, thereby contributing to the diversification of local economic development models.

Mr. Nguyen Van Toi, Deputy Director of the Department of Agriculture and Environment of Dien Bien Province, stated: In the coming time, the sector will continue to proactively connect with capable enterprises and investors, while coordinating with relevant agencies to untangle difficulties during project surveys and research, creating conditions for MOUs to soon be realized into concrete projects.
Proactive direction, promotion, and companionship with enterprises contribute not only to attracting off-budget resources but also to gradually forming linkage chains from production to processing, raising agricultural product value, and effectively exploiting the province's potential. This is also a vital direction for Dien Bien's agriculture to develop in a modern, sustainable manner, adapting to the demands of development in the new phase.
