Agriculture and Environment Ministry holds March citizen reception

(VAN) On March 26 in Hanoi, Deputy Minister Nguyen Thi Phuong Hoa chaired the March 2026 regular citizen reception, addressing three land-related complaints.

Specifically, Mr. Dang Vy (Cua Nam ward, Hanoi) reported that the locality had neither provided cadastral records for his family's housing and land nor carried out initial land registration procedures, thereby affecting citizens' legal rights.

In the second case, Ms. Luu Hai Yen and several households in Tung Thien commune (Hanoi), former workers of the Ba Vi Cow and Forage Research Center under the National Institute of Animal Sciences, complained about being granted land to build houses in the 1979-1980 period but having not yet been considered for land use right certificates; upon land recovery, they were not adequately compensated. The households requested that the functional agencies consider and resolve the issue to stabilize their lives.

In the third case, Ms. Vu Thi Minh Hien (Hoa Binh ward, Phu Tho) complained about not receiving compensation upon land recovery and requested the consideration of granting a certificate for the land currently in use in the Cau Trang area in accordance with the law.

Speaking at the reception, Deputy Minister Nguyen Thi Phuong Hoa affirmed that the Ministry's leaders always listen and direct functional units to research and advise on resolving citizens' petitions properly within their jurisdiction.

Regarding Mr. Dang Vy's complaint, the Deputy Minister stated that it does not fall under the Ministry's jurisdiction but is the responsibility of the locality. The Ministry will assign relevant units to review the records and advise on issuing a document to the Hanoi People's Committee requesting consideration and resolution according to regulations.

In the case of Ms. Luu Hai Yen and the households in Tung Thien commune, the Deputy Minister said she would report to the Minister, directing the National Institute of Animal Sciences to review and coordinate with Hanoi city to work on and definitively resolve the case.

Regarding Ms. Vu Thi Minh Hien's complaint, the Deputy Minister noted that the case has been considered and resolved by the Government Inspectorate within its competence; the citizen is advised to continue contacting the Government Inspectorate. Concurrently, the Ministry will assign relevant units to review the dossier and advise on issuing a document to the Phu Tho Provincial People's Committee for review and resolution in accordance with regulations.

In compliance with legal regulations on citizen reception, the Ministry of Agriculture and Environment holds regular citizen receptions on all working days. Monthly, the Ministry's leaders directly receive citizens on the Thursday of the final week of the month and organize ad-hoc receptions when necessary, aiming to promptly receive and handle citizens' complaints and denunciations in the agriculture and environment sectors.
