Biến đổi khí hậu, ô nhiễm môi trường nước khiến từ nhiều năm nay, hàng nghìn hộ dân vùng Lìa gồm các xã Lìa, A Dơi của tỉnh Quảng Trị phải sử dụng nước giếng khoan, nước sông hồ ô nhiễm.
Trong khi đó, các công trình nước tự chảy, nước sinh hoạt tập trung đã được xây dựng, qua hàng chục năm vận hành nay đã không còn phát huy hiệu quả. Vì vậy, khi nghe có công trình nước sinh hoạt sắp được triển khai, dù phải mất đất sản xuất nhưng người dân nơi đây rất đồng thuận.
Climate change and water pollution have left thousands of households in the Lia region, including the communes of Lia and A Doi in Quang Tri Province, relying on contaminated groundwater and water from rivers and ponds for many years.
Meanwhile, gravity-fed water systems and centralized domestic water supply facilities that were built decades ago have gradually lost their effectiveness. Therefore, despite having to give up portions of their productive land, local residents have shown strong support for a new clean water project that is set to be implemented in the area.

Trước thực tế đó, năm 2022, UBND tỉnh Quảng Trị ra Quyết định Phê duyệt dự án Đầu tư xây dựng Tiểu dự án Xây dựng hệ thống cấp nước sạch xã Lìa và xã Xy, huyện Hướng Hóa, tỉnh Quảng Trị (nay là xã Lìa, A Dơi, tỉnh Quảng Trị) thuộc hợp phần 2, dự án Xây dựng cơ sở hạ tầng thích ứng với biến đổi khí hậu cho vùng đồng bào dân tộc thiểu số, thực hiện tại thôn A Xói Hang, xã Lìa, tỉnh Quảng Trị có công suất thiết kế 1.800m3/ngày, tổng mức đầu tư gần 54 tỷ đồng từ nguồn vốn vay ADB và vốn đối ứng của Chính phủ Việt Nam. Dự án khi đưa vào sử dụng sẽ giải quyết vấn đề nước sinh hoạt cho khoảng 2.000 hộ dân là đồng bào các dân tộc Pa Kô, Vân Kiều.
Subproject on the Construction of a Clean Water Supply System for Lia and Xy communes in Huong Hoa District, Quang Tri Province (now Lia and A Doi communes, Quang Tri Province), under Component 2 of the Climate-Resilient Infrastructure for Ethnic Minority Areas Project. Located in A Xoi Hang Village, Lia Commune, Quang Tri Province, the system has a designed capacity of 1,800 cubic meters per day, with a total investment of nearly VND 54 billion financed through an ADB loan and counterpart funding from the Government of Viet Nam. Once put into operation, the project will address domestic water needs for around 2,000 households of the Pa Ko and Van Kieu ethnic communities.

“Bà con chủ yếu sử dụng nước sông suối nhưng mùa mưa nước đục không sử dụng được, chủ yếu bà con lấy nước mưa, một số hộ có điều kiện thì họ mua nước lọc. Đến thời điểm này được dự án CRIEM, dự án nước sạch đầu tư. Xã tuyên truyền vận động, triển khai giải phóng mặt bằng thì bà con ủng hộ, rất phấn khởi”.

“Most residents rely on water from rivers and streams. During the rainy season, the water becomes muddy and unusable. People mainly depend on rainwater, while some households that can afford it purchase purified water. With the support of the CRIEM project and this clean water investment, the commune has actively carried out awareness campaigns and site clearance activities. Local people have been very supportive and excited about the project.”

Do ảnh hưởng của thiên tai, biến đổi khí hậu và với những hạn chế trong quản lý, vận hành, phần lớn các công trình cấp nước tập trung, nhỏ lẻ ở địa bàn miền núi tỉnh Quảng Trị đã xuống cấp hoặc hư hỏng. Due to natural disasters, climate change, and limitations in management and operation, many centralized and small-scale water supply systems in the mountainous areas of Quang Tri Province have deteriorated or fallen into disrepair. In numerous communities, shortages of safe domestic water occur year-round. In this context, investing in water supply infrastructure through concessional loans from international financial institutions and grant funding is an approach that deserves greater consideration and expansion, helping ensure sustainable access to clean water for local communities.
